Development Application (DA)


  • Request for permission to carry out development
  • Submitted and approved before any work can begin on a project
  • Goes through a more detailed assessment process than a CC
  • Approved by the local council or planning authority
  • Requires more information about the proposed development, such as environmental impact assessments, traffic studies, and community consultation
  • Generally valid for up to 5 years
  • Higher fees than CC due to the more detailed assessment process and requirements

Construction Certificate (CC)


  • Request for permission to begin construction
  • Submitted after a DA has been approved and before construction work starts
  • Requires further technical specifications and details
  • Issued by a private certifier or the local council
  • Requires more information about the proposed development, such as environmental impact assessments, traffic studies, and community consultation
  • Generally valid for up to 2 years
  • Lower fees than DA due to the less detailed assessment process and requirements
