    To become an owner builder in NSW, you must:

    • Obtain an Owner-Builder Permit from the NSW Fair Trading for projects valued at over $10,000 on your own home
    • Complete certain units of competency or approved equivalent qualifications and experience for projects valued at over $20,000
    • Obtain a white card for construction work

  • What is required for owner builder QLD?

    To become an owner builder in QLD, you must:

    • Obtain a Owner-Builder Permit from the Queensland Building and Construction Commission (QBCC) for projects valued at over $11,000 on your own home
    • Complete an owner builder course from a course provider recognised by the QBCC (subject to an exemption being granted)
  • What can an owner builder do in NSW?

    As the property owner and now owner builder in NSW, you are able to personally perform the construction work and be the Head Contractor of your building project. You can supervise and coordinate the construction, alteration, repair and additions to a residential property where the market cost (including labour and materials) exceeds $10,000. 


    HOWEVER, obtaining an Owner-Builder permit has its limitations. Exclusions include:

    • Renovations to an existing apartment/unit/flat/townhouse within a strata complex
    • Property not for residential purposes
    • Any work other than the project covered by the development application or complying development certificate
    • Specialist work such as electrical, plumbing, gas fitting, air-conditioning and refrigeration work
  • What can an owner builder do in QLD?

    QLD owner builders can only undertake residential building projects, including:

    • Build a new home or granny flat
    • Renovate, alter or extend an existing home
    • Build a garage, carport or shed
    • Build a swimming pool 
    • Build a pergola or entertainment area
    • Complete a new home from a particular stage contracted to a QBCC-licensed builder

    HOWEVER, there are limitations as an owner builder, including: 

    • Occupational work such as plumbing, draining, gas-fitting or pest control (unless you have an occupational licence)
    • Fire protection work in excess of $1,100 (unless you have appropriate licence)
    • Build commercial or industrial buildings (eg. shops, industrial sheds, farm buildings)
    • Build or renovate multiple dwellings (eg. duplexes, boarding houses, block of units)

  • Can I be an owner builder?

    Yes! HOWEVER, eligibility for owner building varies by state. Generally, you must:

    • Be at least 18 years old
    • Own or have long-term lease on the land
    • Intend to live in the completed dwelling
    • Meet any additional training or experience requirements
  • Can an owner builder do waterproofing?

    In NSW, you must have a licence before undertaking any residential building work, including waterproofing that is valued at over $5,000 in labour and materials. To obtain a licence or certificate to do waterproofing work, you need one of the following qualifications:

    • CPC31420 (current) Certificate III in Construction Waterproofing
    • CPC31411/CPC31408 Certificate III in Construction Waterproofing
    • BCG31403 Certificate III in Waterproofing (General Construction)
    • Qualification 90464 Certificate III in General Construction (Waterproofing) TAFE course #8126

    In NSW, an owner builder can build a duplex but the permit will only be issued regarding a dual occupancy in cases of special circumstances. 


    However, in QLD, QBCC still has a restriction that prevents the construction or modification of multiple dwellings, dual occupancies and duplexes under an owner builder permit.

  • Does an owner builder need insurance?

    It is recommended for owner builders to have insurance as they are responsible for any subcontractors, workers or visitors to the construction site and hence can be liable in the event someone gets injured. Insurance requirements vary for each state in Australia and every owner builder has unique risks with different insurance requirements. The following are some of the options you might need to consider:

    • Public Liability Insurance – covers any third party injury and property damage.
    • Construction Insurance – mainly for any unforeseeable risks during the construction phase such as vandalism, theft, fire damage, storm, wind or water damage, removal of debris and professional fees.

  • How to get an owner builder permit?

    You need to apply and be approved of an Owner-Builder permit which involves completing training, obtaining approvals, and meeting eligibility criteria. Each state has a different process. In NSW, you can apply for a permit through Service NSW and in QLD through the Queensland Building and Construction Commission (QBCC).

  • How long does it take to become an owner builder?

    The nominal course duration is 24 hours for Queensland Owner Builder Course and 50 to 60 hours for the 5 Units of Competency required to satisfy the NSW Owner Builder course.
